Formal sealed bids addressed to Daniel Rivera, Executive Director, City of Elsa Economic Development Corporation (EDC), will be received until September 19, 2023 at 10:00 A.M., at the City of Elsa EDC,located at 102 S Diana St., Elsa, Texas 78543 and publicly opened and read aloud. All bids must be in the City of Elsa’s possession on or before the aforementioned date and time (no late bids will be accepted). City of Elsa’s normal business working days are Monday through Friday between the hours of 8:00 a.m.and 5:00 p.m. and closed on Saturdays, Sundays and City recognized holidays.

WEAVER AVE. ROADWAY AND PARKING LOT IMPROVEMENTS
This project consists of milling and overlaying Weaver Avenue located between Mile 5 (FM 88) and S.Fannin St., Elsa, Texas. With an alternate of a parking lot located on the North-East of Bowie St. and 4th Avenue.
A Bidder’s Bond from a reliable surety company licensed to operate in the State of Texas or certified Cashier’s check without payable recourse to the City of Elsa, for the amount of not less than five (5) percent (%)of the total bid shall accompany the bid as a guaranty that, if awarded the contract, the bidder will enter into a contract with the City of Elsa within the time specified. Payment and Performance Bonds shall be executed except in the event that the total amount bid is $50,000 or less, the successful contractor has the option to enter into a single payment contract within the City of Elsa in lieu of a Payment and Performance bond. Failure to execute contracts with the specified time shall forfeit to the Owner, as liquidated damages for such failure or refusal, the security (bid bond) deposited with his bid.

Potential bidders are asked to email their questions to drivera@elsaedc.com. Please include the relative project number and project title in the subject line. The City of Elsa reserves the right to refuse and reject any or all bids, to waive any and all formalities, or technicalities, and to accept the bid to be the best and most advantageous to the City and hold the bids for a period of ninety (90) days without taking action.Conditional bids will not be accepted. Bids sent via facsimile shall not be accepted.
